Setup a user fails

I'm trying to install SQL-Ledger 1.4.4 on a new Redhat 7.1 system.  Things 
went fine until I got to the Setup a User step. First time I tried to 
access admin.pl I got a page not found. Finding it existed in bin/mozilla I 
created a link to it in the sql-ledger directory.When I try to access 
admin.pl now I get: Error!  No such file or directory. The error_log file 
entry shows: Died at SL/User.pm line 261.
Can anyone help with this?
Also, I installed phpPgAdmin and created a user: rick   If I try to login 
as rick I get Error! rick is not a member. I tried manually editing the 
users/members file to add it there and got the same response.
