In the past I was start with PHP development of WEB project, but 2 next years I have change to Perl, because PHP isn't complete script language.

The opinion of single man is not sufficient to sign the future of SQL-Ledger.
Your decision to port it in PHP have the result to fragment the support to the project; I don't see problem to have PHP & Perl code on same WEB Server.
