[SQL-Ledger-users] permision?

I get a error when trying to access setup.cgi.
What do I do to fix this. Apache is running as
apache apache. I do not find a .htaccess file. I
am using apache 1.3.12-25 and postgreSQL 7.0.3-2
on Redhat 7.0.

I am sure this is something easy.
