I'm not sure what license it is using at this time. If I'm not mistaken it is GPL, and as such any derivative work by rights "must" be licensed as GPL as well. As this is written in Perl the source *is* distributed when you distribute the software. I would say that this could be an issue if you were to try to pursue a "copyright infringement" in regards to a derivative work of SQL-Ledger (A non-public release of it). While you are not required to release GPL code to the public (ie, you can send it to your client, but not actively provide a version that is publicly available), you can not prevent others from doing so. I would like to point out, that according to some while SQL-Ledger is released under an open source license, some argue that the development of it is not in the "spirit" of open source, and in that regard, some would say it really isn't a "true" open source project.
