path/to/sql-ledger/ct.pl is just a gateway script, the file used is 
path/to/sql-ledger/bin/mozilla/ct.pl

Do you get an error message only when you try to save changes of an 
address, or when you click "Update" or "Save as new", too?
Did you try to update to the actual version 2.8.18?
