[SL] Byte sequence error - restoration

Current
SQL-Ledger 2.6.22 with Postgresql 8.1
        
Moving to
SQL-Ledger 2.8.14 with Postgresql 8.3
        
I created the backup through the SL gui, but when attempting to restore
with psql -U etc I get a recurring error until it drops
        
ERROR:  invalid byte sequence for encoding "UTF8": 0x8b
HINT:  This error can also happen if the byte sequence does not match
the encoding expected by the server, which is controlled by
"client_encoding".
        
Through SL Admin, the datasets are assigned the default encoding.  Can
someone shed some light on this?
