Are other things working fine? Can you login and run the application 
using previously created users etc.

This missing procedures error can be some upgrade bug and can be ignored 
in my experience. The latest sql-ledger version does not install/use 
server side procedures (like procedures and triggers). Everything is now 
handled through the application. (so you dont need plpgsql in the 
database now).
