[SL] problem after upgrade from 2.6.27 to 2.8.1

After upgrade from command line with setup.pl from 2.6.27 to 2.8.1 I can't 
change user access preferences anymore. If I select General Ledger or Goods & 
Services for particular user and save configuration it still can't access 
those menus. Same problem with any other checkbox in configuration. I even 
tried to make other access template- it saves template name but access rules 
stays as default- configuration changes is not stored. Tried adding new 
users- same result.

Wassup?
