Not sure if this is any help at all, however I normally install via cpan>
install DBD::Pg and in the past I have had issues to to the following:

Trying DBD::pg does not work, 
and copy pasting will sometimes give you the DBD:[the Razz Smiley Picture
:P] and then g

Hope its something simple like this for ya.
