[SL] Upgrade time again - V2.7

After far too long, I am upgrading the version of SQL-Ledger used by  
the a local marathon from version 2.6.3.  When I run setup.pl, it  
goes out and pulls down version 2.6.23, yet I have read of folks  
running version 2.7.x on this list.   How do I get this latest version?
