No - I'm sure this is a feature. It was mentioned on here a while back. When no exchange rate is existing for a day then a text-entry box is given so that the user can enter one. If you add a second foreign- currency transaction with the same date then the rate is no longer shown in a text-entry box, but as a fixed part of the HTML (like the xxx in "Credit Limit: xxx" on the Sales Invoice Page).
