[SL] Is it possible to define parts without vendor invoice

Can I predefine in my new environment the parts, without having to
create vendor invoice before?
Trying to add an article initially I get  the error message:

Cannot create Part;COGS account does not exist!=20

And I don't remember if there is a workaround... or I'm missing anything
