Thanks for your pointer. I created the sql-ledger-httpd.conf in /etc/httpd/conf.d directory and changed the Include to point to that directory in the httpd.conf file. I can start the http, but when I tried to connect to localhost/sql-ledger/admin.pl it showed 430-forbidden - You don't have permission to access /sql-ledger/ on this server. I checked the users and templates were both apache:apache. Please help.
