Unfortunately there is not. The apps I have been able to find are either proprietary or too immature to be used for production. The closest application I have found is pcxpayroll but I have not had time to look at it in depth. I actually don't think that it will be too hard to write something which can handle US federal payroll taxes... The harder part is again to make something general enough to work.
