This issue doesn't exist anymore.
My configuration has the project root at "C:\Documents and Settings\user\spring-richclient\samples\petclinic\gui", 
and the splash screen still shows up  even when I moved the image into path "C:\Documents and Settings\user\spring-richclient\samples\petclinic\gui\src\main\resources\a b\splash-screen.jpg" (and changed the path in richclient-startup-context.xml accordingly). This issue should be marked closed/fixed.
