New "Convenient" Policy

The "Advanced" policy was relaxed a little bit and from that a "Convenient" policy was born.

"Convenient" policy allows freely editing of whole content of files from ./Evolving/ folder, still keeping the advantage of no flashing requirement in between builds.
Mind in a more restrictive "Advanced" policy even printf() strings from ./Evolving/ are ROMed so above property can very useful. That bit of convenience has been traded for increase of RAM usage.

This policy is well suited for SplitCode beginners.

Oops, I have pushed a [7a3f32e] code that links against STM32L1xxStdPeriph_Library..
I am going to remove that with next commit - the project has to be self-contained and only user's "#inlcude assert.h" has to be added.
