Basic Missing Tooth Decoder

An object which uses a single cog to monitor the output of a generic single missing tooth wheel sensor and determine engine position and rate of rotation. The object will monitor the state of TRIG_0 (PA0) on the "Coordinator" cog and write the engine position to the internal PORTB register for use by other cogs. It will also update the engine speed (clocks/degree) in hub RAM.
