New Feature Release.

Includes a number of additions
- new WS interfaces, with data and metadata describe calls
- latest documentation for using WS
- v1 of the data dashboard feature

Feature and Bug Release. New and/or updated export formats: Geomagnetic IAGA-2002, CSV format for time series data from REST and SOAP services. Data format guide feature (link near downloads). Ability to distinguish between types of geomag data for hourly data (similar to existing feature for minute data). Assorted bug fixes and infrastructural improvements.
