The Speak Clipboard will hand fro 30 sec after finish
reading the clipboard.

Repro:

1. Copy some text to the clipboard.
2. Run Speak Clipboard.
3. Run Speak Clipboard again before the initial copy
finish reading.
4. If needed repeat step 3

Result:
The new application hangs for about 30 seconds

Expected:
The new application to queue the text and read it after
current reading is over.
