At this point, considering that the only contributors besides myself are not actively working on the project (that I know of), there's not much basis to divvy out voting rights at this point. Contributors get voting rights based on the contribution--a vote of current voters gives someone voting rights. We discussed this initially and had agreed that a general voting process with a benevolent dictator (me) breaking things up if a logjam occurs. There is already a owners document in CVS.
