After adding the PREREQ_PM data to the Makefile.PL, I could a new feature of CPAN shell that enable local directory integration: it was just a matter to rename the extract directory "spamcup-1.09" to "spamcup-1.09." (with a dot at the end of it) and then entering at the CPAN shell with root. Inside the shell, typing "install spamcup-1.09." already process the Makefile.PL, resolves the dependencies and installs the program as expected. You can see more information about this feature of CPAN shell at http://search.cpan.org/~andk/CPAN-1.9800/lib/CPAN.pm#Integrating_local_directories. This is not a patch, but I hope it helps anyway.
