Better AIM for linear-moving objects AND evasion manouver

I think the AI should be able to AIM very well objects that are not using thurst.
On the other side, an object that is under attack (IE enemy near) and can't fight it anymore (IE no more guns, bad status - BUT NOT FEW ENERGY) should make an "evasion" manouver, before just linear going to nearest (ally) planet.
The evasion manouver is done also if the order is retreat.
UNLESS there's a "few energy" condition, where SAVING ENERGY (for landing) is more important than evading.

The AI improve their AIM as level increase. At level 0 doesnt take in acount the ship velocity. At higher levels it takes.
The evasion manouver is in the TODO list.
Also, when a ship is running away it might turn and to shoot keeping the correct direction.
