#5 Add color-range for Billboards

Add a color-range property to billboards so they can have different colors across one layer and all instances.

COuld have two modes: Linear and separate for all three channels (RGB)
Linear: affects all 3 channels the same amount of (max-min color)
separate: affects each channel on its own by the amount of (max-min color)
