#82 Random technologies

Researching some technology has a slight chance for a breakthrough
in some other research area. Also exploring space, especially
planets, orbits or moonlets with artefacts may yield technology
advances.
Also contact with other races may have this effect
(besides a possible technology exchange deal).

Whether this
will be done with 'random technology points' that get accumulated
and if high enough a random technology will be discovered, I don't
know yet.

Maybe just some events (researching technology A, C
or X) have some probability to discover a technology.

Whether
all technologies or just a subset (technologies from current level
plus one level higher) are eligible for this is still open.
