Understanding aliens depends on translation computers
and
other technologies. Without those, all that you
would be able to
talk with aliens would amount to
some kind of 'urk urk' or so.
The
first level of understanding would allow for
peace agreements
and war declarations.
The next level would enable non aggression
pacts.
The third level would enable trade agreements.
And so on
for diplomatic issues like borders, tribute,
presents, spying,
suggesting attack on others,
exchange of technologies...
