Server Crashes on Galaxy Reload

The server crashes when a pre-existing galaxy is reloaded on startup.
The crash occurs when the operateWorlds() function is called for the first time. It is related to the fact that the server recreates the static ("Neutral", "Destroyer", and "Reptile") fleets & empires instead of using the ones that were saved in the files.
