#207 SCC Integration

Providing a DLL that supports Micro$oft's SCC API would
allow not only users of Micro$oft's tools to connect to
SourceJammer, but any tool (Such as Visual SlickEdit or
JBuilder) that also implement the interface.

I have done some work with the SCC API in the past and
would be willing to give it a try, but would probably need
some guidance from the team.
