#22 PGP shortcuts not working & Perl ???

1) on downloads page, both Windows links to PGP are
not working

2) under "REQUIREMENTS" in the User Manual

* it states "need Perl 5.004 or above". But what for?
Do I need it on my hard drive or on my server? Have
downloaded from Perl site as instructed, but don't
understand what or why or how.
If this is required, why isn't it in the install page
for setting up Souper?

* it also states need Lincoln Reid's CGI module
Again, what for? how & where do I install it? on the
server or my home disk?
If this is required, could these instructions not be
on the install page also?

* PGP - can't find any instructions in the manual /
install page telling me what files I actually have to
install, where, and how, to get PGP going. Discussion
of "key rings" etc - don't understand - where can I
find more information?
