#43 Adding municipality

A new function to enter the municipality of a club. It should be simple to add this when using SOSS, like choosing from a drop-down with all existing municipalities. The municipality should be connected to the county it belongs to, requiring no extra efforts to register the club to the county. This can be used in parallel with the "area" which essentially is similar. A difference is that it will be loaded from a separate file. Another difference is that the user is not supposed to provide the municipalities and counties via SOSS, only choose among them - the SOSS distro will provide the names. An advanced user may however provide a different list as a separate file.
