In order to improve situations like deskcribed in "2602422 Improved group splitting" and specially for the case that there exist no group splitting that makes pair possible in all groups, the following is suggested:
(assuming that "no internal meeting" is selected)
Modify the standard algorithm so that when the pairing fails the criteria "not met before" is dropped successively until a solution has been found.
