#37 Colt Java numerics library no longer availible

The Colt java numerics library is no longer being hosted at its orginal CERN url, which breaks the installer process. The library is required for the sparse matrix support. I've added a copy of the most recent version of the library that I had access to in the related_stuff directory: https://sourceforge.net/projects/sonia/files/related_stuff/ Since it appears that the library will no longer be supported, we should probably fork and extract the relevent code from Colt (and the JMF library) and merge it directly into the SoNIA project
