#12 Mutated SLO generator for regression tests

Take a section of chr22 from UCSC fasta. Going to tile reads from it, and add a synthetic mutation every so often. Generate a SLO file for it.

Need to make a custom slo file, so we can verify that reporting code is properly interpreting the slo file. This tells us the reporting code works fine, and if there are any problems with output, it is an upstream issue in alignment.
