[softwerk-dev] new release, plus "manual"

I put a new tarball release (1.99.2) on sourceforge with fixes for
that egregious bug in all the library version-sanity checking code,
plus a smaller minimum window size.

I also put in place a version of the docs from an older version of
softwerk. they are not totally current, but they will help you to
understand what the program can do. see the "manual" link from the
home page.
