#111 Sofia Stack not rejecting Invite with out CallID and To TAG

Sofia Stack is allowing the call with out CallID .
Also Call is allowed without the TO TAG.
Stack should reject the call without any one from the following fields :
CallID ,or TO Tag or To or BranchID
but call is allowed in the above scenerio.
can you guide me if i need to do any change in stack side or use any particular version of Sofia.
