#1 FRIEND=127.0.0.1 format doesn't work

Hi, it seems that socketwatch.conf isn't being read
properly. socketwatch.pl only looks for lines of the
form

FRIEND=a.b.c.d-e.f.g.h

and not of the form

FRIEND=a.b.c.d

[Nobody/Anonymous]

I've done a fix, and also lots of enhancements, however
they are pretty much untested. I'll submit a patch later.
(Maybe today)...

You could add me to the development team if you want.
