#2 Allow reorder of test case steps

I accidentally added steps to a test case in the wrong
order, and found I could not reorder the steps to correct
this. There doesnt appear to be any way to insert a step
above an existing one either, so I could not work around
this by deleting the out of order step and inserting a new
one in the correct place.

    My apology, as submitter this needs to be retracted, I
    discovered that a double-click of the test case brings up a
    browser window that allows reorder of steps.
