If you wnat some clients to do some work, let the clients get the work if they need it. The clients know when they are idle or finished and they can contact the server much easier, think of firewalls and all that stuff. Maybe you should start reading some books on how to efficiently parallelize work before you get to details like how to determine that anyone is idle.
