#160 Bugtracker specification in META.yml missing

The SOAP::Lite documentation says that bugs should be reported to the sourceforge project page, but this is not specified in SOAP-Lite's META.yml. Therefore sites like search.cpan.org assume the default bugtracker, which is RT, and possibly wrong here.
