This is the default in MIME::Base64.
SOAP::Lite cannot pass it a $eol, without changing SOAP::Lite's API (in an inconsistent way).
We can't just guess - strings may have inconsistent line endings.
I'd suggest you encode your data first, passing a $eol string to encode_base64.
SOAP::Lite will accept it as base64, if it's already base64 encoded.
