Hi,

Probably your tomcat does not have XML parser. You need to put  files
xercesImpl.jar and xercesSamples.jar into
<your-tomcat-home>/common/endorsed, and restart tomcat. (The files are
widely available, e.g. in soaplab/lib - well, perhaps xercesSampels.jar is
not needed.)
