Add support for non-ASCII characters

A user wants to be able to use arbitrary Unicode characters in input. SnuggleTeX currently outlaws that use of characters higher then U+7E so that it behaves like traditional old LaTeX.
Removing this restriction is easy on the face of things, but introduces potential difficulties in how certain characters should be handled. For example, mathematical operator characters would need to be treated as such (when used in Math mode). Also, do we allow such things in text mode? And what about characters like '²'? Or combiners? This needs a bit of thought....
Status update: support for Unicode character input is planned for SnugleTeX 1.3.0 and I've made a rough first attempt at this which you can try out by pulling from SVN if you're interested. This also includes an extended selection of macros for inputting these characters.
