[Snort-inline-users] update

I am finally getting off my butt and merging all of Williams hard work 
into snort_inline.  I plan to merge his diff against snort-2.1.3 and the 
decoder drop patch.  I am going to hold off on stream reassembly for a bit 
until I get some additional feedback and I get some time to play with it.  
It may be better to create a new preproc to handle inline stream 
reassembly.

Thoughts?  Issues?  Concerns?
