the problem in on the snort_inline.conf (having
'CRLF') since I 'scp' it from cygwin to my Linux box.
(instead of using ftp which default to ascii)

thanks to Rob who asked for snort_inline.conf file
that make me suspicious and check it by myself first..

thanks also to Ravi who tried to help me. 

I got other problems with the mismatch of original and
replacement octets, but I think it's better I start a
new thread for that.
