#16 Use php.ini settings for timeouts

Timeouts are hardcoded in snoopy.class.php - imho it is
more elegant to read timeout settings from php.ini and
use these settings per default, otherwise it could
confuse some admins and programmers.

To implement this feature I wrote a constructor for the
Snoopy class, as you can see below. Maybe this is
something useful for the next version?
