Currently Snarl blocks access to the Configure... button for any extensions that aren't enabled/started. This is restrictive as the extension may provide settings which will allow the extension to load correctly. A new extension flag should be used (e.g. ALWAYS_CONFIGURABLE) to indicate that an extension will provide a configuration UI even if it failed to load. This is to maintain backwards compatibility with extensions which assume they can't be configured if they haven't been started.
