[snapper-general] Snapper 1.7 Release and Thoughts

LibWWW support is now fixed and will be enabled by
default.  Perl support is now enabled by default.  TCL
support needs to be cleaned up.  I did something very
bad and included some TCL header files so the TCL
version will compile without the TCL source.  I am
currently trying to decide how to handle this problem.
