[snapper-general] Perl Support Complete

Perl support is now complete (version 1.3).  There
is a sample app called Pizza_Perl. 

Snapper Status:

- LibWWW support almost complete
- Once LibWWW is completed TCL will be optional
- Perl GtkCTree API work under way
- Perl Menu API work started
