[snapper-general] Perl Update

I have completed the changes for Perl support, it
would have been released sooner but at the same time I
was working on using libwww to replace the TCL http
implementation and ran into some problems (file URLs
work but not http URLs).  Thursday morning I will be
testing the Pizza Perl application, and if all goes
well will release the perl version.  Libwww will
probably have to wait.  My goal here is to make TCL
support a configure option, like Perl.
