#35 Building Assignment Coordinator (snow rem, cleaning, chairs)

Many buildings have multiple wards assigned who rotate tasks such as snow removeal, cleaning on different days of the weeks, chair setup/takedown, trash removal on Sunday, etc.

This module will allow user to define assignment rotation between wards in building, it will also help wards create a cleaning schedule and assign members to the schedule.

Ability to assign an person responsible for the assignments and follow-up emails reminders of assignments both to the leader and those assigned.
