#709 Add a perminent way to disable the main toolbar

When I disable the main toolbar, every update restores it.
Right now it changes the toolbars_state= line, and every update this line changes.
After disabling the toolbar again, this line still different from than the previous toolbar_state line was after disabling the main toolbar.
It would be nice to have a main_toolbar={true or false} line or something similar instead.
